An extremely informative thread, so thanks to everyone who has contributed. Lots of things here that I didn't know before. Apple TV allows you to view anyone's photos, not just your own. They do not require that you 'authenticate' before doing that. So they can only display photos that are public and safe. IE, the same photos that anyone who doesn't have a Flickr account can see. If you don't authenticate before using an app, Flickr has no way of knowing if you have permission to view a private photo.
So they can't show it to you. Change the permission to "anyone" Create a set with the photos you want her to download Use the "share" icon to create and send a Guest Pass to that set.
